"Half-Life 2 Episode 3 has been cancelled. The project has turned into a full fledged title confirmed to be Half-Life 3. I can see why the naming system is confusing though since 'Episode 1' is the second part of the Half-Life 2 story. The episodes aren't included by default in Project Borealis, a fan-made effort to make Half Life 3, or Half Life 2: Episode 3, from a story treatment the original writer published in 2017, put out two development videos showing strong A true Half Life 3 would probably be Non-VR at launch to be in the same vein as 1 and 2.
