I've got a caste, and use that to form my kingdom.The “be independent clan” is not checked off when clearly at one point when I started my kingdom prior to the quest I was an independent clan. i have the dragon banner completed i talked to both NPC for imperial and non-imperial. Im about 1/2 to clan 4 i have 100 elegible men for Quest. when i goto talk to Arzagos the only (yellow) option to click is to join an already non imperial kingdom not to create my own. when i goto "L" clan window the create new kingdom option is blacked out says i need to be atleast clan tier 4.

Hello, I did the quest The Dragon Banner and now want to create an Create a non-imperial kingdom. Before that quest a kingdom always requiered clan tier lvl3, and online it says lvl3 as well. Now I am lvl3 but it always says I need to be lvl4 to create one. It even says that in the quest or clan menu. Why is that?
